- Total defence capability (SAF + civilian population)
- Concept 1st introduced in 1984
- Highlight the role each Singaporean plays
- Organised to defend country

TOTAL DEFENCE
- Military Defence
o SAF to deter aggression
o Act effectively and decisively (when deterrence and diplomacy fail)
o Responsibility of NSmen, full-time NSmen and regulars in SAF
o Having capacity to meet weapons and ammunition requirements
- Psychological Defence
o Commitment 2 nation
o Confidence in nation’s future
o Have pride, patriotism and passion for country
o Protect what is ours
o Progress and prosper as nation
o Safeguard nation
- Social Defence
o Racial and religious tolerance – racial harmony
o All people are equal – regardless of race / religion
o Having social conscience to contribute (e.g. volunteer work)
- Economic Defence
o Government, business and industry organizing themselves
o Won’t break down in war / threat of war
o Factories and offices can continue work during emergencies
o Good working attitude
o Constant upgrading of skills (help Singapore stay ahead of competition)
- Civil Defence
o Provides for safety & basic needs of population (during emergencies)
o So that life can go on normally
o Rescue work, evacuation, first-aid, damage control
o Be familiar with survival and protection procedures
o Arrangements for relief services + emergency supply of critical items (blood; water; food)
